Sport and Suburbs 2024

The fifth edition of the Sport and Suburbs 2024 call, published on 21 June, is dedicated to municipalities with over 100 thousand inhabitants.

Requirements for participation

The notice of the "Sport and Suburbs 2024 Notice" is aimed at Municipalities with more than 100,000 inhabitants provided that funding has not already been allocated from the "Sport and Suburbs 2023" fund while those who obtained the contribution in 2022 can participate, provided that the financed intervention has been implemented and is used by users. Municipalities must have the following requirements:

1. place the ownership of the plant in the territory of the proposing municipality

2. present a project that includes facilities where at least one competitive discipline takes place

3. integrate a co-financing of 15 to 30% of the overall cost, depending on the number of residents.

To participate you must submit an application for admission to financing on the IT platform accessible at the address avvisibandi.sport.governo.it, open from 12.00 on 15 September 2024 to 12.00 on 31 October 2024. The deadline for submitting the complete application for participation is each part of it, is set for October 31, 2024, 12.00 pm.

The financial allocation of the tender is divided into two separate lines. line A has a financial allocation of €35,000,000 for interventions proposed by municipalities with a population between 100 and 300 thousand inhabitants, which may present a single project, relating to a single sports facility, and for which a maximum loan of €1,000,000 can be requested with a minimum share of the 15%.

The announcement does not set a minimum score limit and considering that there are 35 municipalities with a population between 100 and 300 thousand inhabitants, it is sufficient to present a project to obtain the contribution. Be careful though, because those who obtained a contribution from the fund in 2022 without having completed the works and delivered them for use and those who received them from the fund in 2023 cannot participate.

The line B provides a financial allocation of €30,000,000 for interventions proposed by municipalities with a population greater than 300 thousand inhabitants. They will be able to present a single request for financing, relating to a plurality of projects or, alternatively, to a single project, with a maximum contribution of:

  • €4,000,000 for municipalities over 500 thousandinhabitants and a plurality of sports facilities, with a minimum participation rate of 30%;
  • €3,000,000 for Municipalities over 500 thousand inhabitants, in case of presentation of a project proposal for a single sports facility with a minimum participation rate of 30%;
  • €3,500,000 for municipalities with a population over 300 thousand and within 500 thousand inhabitants, with a minimum participation rate of 20%, in the event of presentation of project proposals for a plurality of sports facilities;
  • €2,500,000 for municipalities with a population over 300 thousandand within 500 thousand inhabitants, with a minimum participation rate of 20%, in the event of presentation of a project proposal for a single sports facility.
Considering that there are 4 Municipalities in the range between 300 and 500 thousand inhabitants and 6 Municipalities with over 500 thousand inhabitants, assuming that projects are presented to obtain the maximum contribution, 38,000,000 would be sufficient to satisfy everyone and 10 municipalities. However, taking into account that some Municipalities have already obtained the contribution in previous years and that someone else participates with a lower request, it is easy for the tender budget to satisfy all requests.

Next, we report the maximum score for each criterion with some suggestions to better achieve the objectives as we have interpreted them.

A. Sports multidisciplinarity of the facility: max 20 points

Multidisciplinary facilities will have a score based on the number of sports disciplines that can be practiced after the intervention as follows:

  • a competitive sport: 10 points;
  • two competitive sports disciplines: 12 points;
  • three competitive sports disciplines: 15 points;
  • over three competitive disciplines: 20 points.
The legislator's objective is to promote more sports disciplines to satisfy a greater number of citizens. Therefore, it is necessary to demonstrate that there are amateur sports associations that regularly carry out competitive activities, even outside the municipal territory, which have expressed an interest in using the sports infrastructure covered by the works, even for the sole purpose of training. For example, an 11-a-side football pitch made of natural grass can withstand a limited number of hours of play, while a POWERgrass hybrid grass pitch can be used up to 30 hours a week with reduced maintenance and has no fixed playing lines because the natural grass is dominant, thus allowing multiple sports to be played by changing the playing lines every weekend and even during the week. As the grass grows, it "blows out" the previous lines and with the help of effective line markers the pitch can be marked in less than an hour. We propose the sports disciplines that we believe also satisfy the next point D, involving the most fragile part of the population:
1. 11-a-side, 7-a-side, 8-a-side Football is the most popular sport in the world.
2. Rugby which in the "tag" version is ideal for schools because it is without physical contact.
3. American Football which in the "flag" version is ideal for schools because it is without physical contact.
4. Lacrosse a North American sport enjoyable for women.
5. Cross-Country Running which involves all citizens and barefoot training.
6. Hunting archery ideal for disabled people.
7. Tug of War ideal for little ones without particular skills.
8. Baseball - Softball a very popular sport in the United States not yet sufficiently developed.
9. Bocce on the grass "lawn bowl" which is ideal for the elderly.

The design level should not be confused with design approval, the act of verifying and validating the design. The design level and the related score are defined by the documents produced according to the new procurement code and by the consistency of the documents with each other. For example, the Bill of Quantities must report the works foreseen in the report. The drawings must show the measurements of the Bill of Quantities. Body voices must be avoided because they are misleading and generate controversy. The timetable is not a colored diagram, the sequence of works must be indicated to avoid interference and the times must be consistent with the human resources made available and the estimated labor costs.
The verification of the project takes on the value of an asseveration of the project because the technician in charge does not go into the merits of the design choices but of the possibility of carrying out the work, and therefore ascertains the presence of all the necessary investigations and authorizations from the competent bodies. For example, the geological verification, the analysis of the excavation soil, the availability of recovery plants or landfills in the area, the availability of quarries for the extraction of materials near the construction site, as well as the various necessary opinions of the competent bodies such as the opinion of CONI.
In conclusion, after a comparison with the RUP of the tender, an executive project can be presented, reserving the right to produce opinions at a later stage, after having verified the project, thus avoiding committing an "irregular" act in the rush to complete everything.

BB. Environmental management systems adopted for the implementation of the intervention and the energy performance of the building indicating the change in energy class following the intervention: max 35 points

  1. Photovoltaic/photovoltaic with storage (max 10 points)
  2. Production of domestic water with solar thermal (max 7 points)
  3. Relamping with LED technology (max 4 points)
  4. Creation of thermal insulation (max 6 points)
  5. Rainwater recovery system (max 5 points)
  6. Home automation irrigation/lighting management system (max 3 points)
The POWERgrass hybrid system recovers a large quantity of rainwater and slowly returns it to the environment, recharging the aquifers through a dense drainage network and refreshing the air thanks to the transpiration of the natural grass, favoring the natural water cycle. Excess water is collected in storage tanks to be subsequently reused for irrigation. In all our projects there is a sophisticated monitoring system of meteorological conditions and soil growth, with the possibility of easy remote access, which allows the operator to develop a qualified critical sense based on measurable data and his own observations. The lighting and photovoltaic systems are also monitored and managed with remote access.

C. Degree of definition of the plant management activity plan: max 25 points

  • Activities aimed at the world of school (up to 10 points)
  • Disabled people (up to 7 points)
  • Ethnic minorities and other socially vulnerable groups (up to 5 points)
  • Maintenance plan (up to 3 points)
