Sport and Suburbs 2025

The sixth edition of the Sport and Suburbs 2025 call provides two lines of intervention, the first for existing sports facilities and the second for new sports halls.

Requirements for participation

Line A provides for the recovery and/or completion and/or adaptation of existing sports facilities, with a focus on competitive activities through safety measures, the removal of architectural barriers and energy efficiency.

It is aimed at Municipalities with a populationover 5,000 inhabitants or Municipalities with a population equal to or less than 5,000 inhabitants, but capable of reaching the threshold of 5,000 inhabitants through an agreement with other neighboring local authorities.

It is possible to submit only one application provided that they have not already directly benefited from contributions assigned under the Sport and Suburbs public notices, relating to the years 2020, 2022, 2023 and 2024, unless the financed intervention has been fully implemented.

The submission of applications is at the counter with opening scheduled from 12:00 on 5 May 2025 to 12:00 on 16 June 2025.

For any requests for clarification, you must write to: sporteperiferie@governo.it, no later than, under penalty of inadmissibility, 12:00 on 6 June 2025.

It is also possible to add other sources of funding, both national and local, for example through ICSC and GSE to the maximum extent of sharing, pursuant to article 2 paragraph 4 of the regulations. If the GSE incentives exceed this sum, the sums available will be reduced by the Department or can be reinvested in the same intervention for improvements.

The proposals will be admitted to financing in order of arrival upon reaching the threshold score of 55 points up to the amount of available resources equal to 65 million. It is understood that proposals that do not reach the threshold score will be considered excluded.

A. Sports multidisciplinarity of the facility: max 10 points

Multidisciplinary facilities will have a score based on the number of sports disciplines that can be practiced after the intervention as follows:

  • two competitive sports disciplines, one of which classified CIP: 6 points;
  • three competitive sports disciplines, one of which classified CIP: 8 points;
  • four competitive sports disciplines including one CIP classification: 10 points.

The sports disciplines that can be practiced in the facility among those recognized by CONI and CIP with CONI Resolution no. 1691 of 07.07.202, the competitive practice of the latter must be certified through the transmission of specific documents that reveal the actual registration for the holding of tournaments, championships etc.;

In our opinion, based on previous experience, it is necessary that amateur sports associations, regularly registered for the carrying out of competitive activities, even outside the municipal territory, have expressed an interest in using the sports infrastructure covered by the works, even for the sole purpose of training.

For example, an 11-a-side football pitch made of natural grass can withstand a limited number of hours of play, while a POWERgrass hybrid grass pitch can be used up to 30 hours a week with reduced maintenance and has no fixed playing lines because the natural grass is dominant, thus allowing more sports to be played by changing the playing lines every weekend and even during the week. As the grass grows, it "blows out" the previous lines and with the help of effective markers the field can be marked in less than an hour.

We propose the sports disciplines that we believe also satisfy the next point D, involving the most fragile part of the population:

  1. Football at 11, 7 and 8 is the most popular sport in the world.
  2. Rugby which in the "tag" version is ideal for schools because it is without physical contact.
  3. American Football which in the "flag" version is ideal for schools because it is without physical contact.
  4. Lacrosse a North American sport enjoyable for women.
  5. Cross-country running which involves all citizens and barefoot training.
  6. Tug of War ideal for little ones without particular skills.
  7. Baseball - Softball a very popular sport in the United States that has not yet been sufficiently developed.
  8. Bocce on the grass "lawn bowl" which is ideal for the elderly.


Below, we list some also referring to the Paralympic sports that can be played on the grass or occupying modest spaces around the main field:

  1. Hunting archery.
  2. Table tennis
  3. Wheelchair tennis
  4. Badminton
  5. Fencing
  6. Wheelchair rugby
  7. Football for disabled people
  8. Table football
  9. Wheelchair basketball
  10. Athletics
  11. Horse riding

B. Environmental management systems adopted for the implementation of the intervention and for the energy performance of the building: max 25 points

The design level should not be confused with design approval, the act of verifying and validating the design. The design level and the related score are defined by the documents produced according to the new procurement code and by the consistency of the documents with each other. For example, the Bill of Quantities must report the works foreseen in the report. The drawings must show the measurements of the Bill of Quantities. Body voices must be avoided because they are misleading and generate controversy. The timetable is not a colored diagram, the sequence of works must be indicated to avoid interference and the times must be consistent with the human resources made available and the estimated labor costs.
The verification of the project takes on the value of an asseveration of the project because the technician in charge does not go into the merits of the design choices but of the possibility of carrying out the work, and therefore ascertains the presence of all the necessary investigations and authorizations from the competent bodies. For example, the geological verification, the analysis of the excavation soil, the availability of recovery plants or landfills in the area, the availability of quarries for the extraction of materials near the construction site, as well as the various necessary opinions of the competent bodies such as the opinion of CONI.
In conclusion, after a comparison with the RUP of the tender, an executive project can be presented, reserving the right to produce opinions at a later stage, after having verified the project, thus avoiding committing an "irregular" act in the rush to complete everything.

C. Plant management activity plan: max 10 points

  • Activities aimed at the world of school (up to 5 points)
  • Activities aimed at ethnic minorities and other socially vulnerable groups (up to 5 points)


D. Territorial Indicators: max 40 points

  • Presence of young people. Number of young people aged between 15 and 24 per 1,000 residents
    • Proposer index lower than the national average, equal to 94.2 points (0 points)
    • Proposer Index equal to or higher than the national average, equal to 94.2 points (12 points)
  • Economic hardship. Number of taxpayers who declare a total income of less than 15,000 euros out of the total number of taxpayers
    • Proposer index lower than the national average, equal to 27.83 points (0 points)
    • Proposer Index equal to or higher than the national average, equal to 27.83 points (12 points)
  • Crime. Number of thefts and robberies reported to the Judicial Authority by the Police Forces per 1,000 residents
    • Proposer index lower than the national average, equal to 13.4 points (0 points)
    • Proposer index equal to or higher than the national average, equal to 13.4 points (8 points)
  • School dropout. Early exit from the education and training system for 100 people aged between 18 and 24
    • Proposer Index lower than the national average, equal to 10.1 points (0 points)
    • Proposer Index equal to or higher than the national average, equal to 10.1 points (8 points)

E. Financial participation: max 15 points

  • Up to 5 percentage points higher than the minimum required (2 points)
  • Above 5 points and up to 10 percentage points higher than the minimum required (6 points)
  • Above 10 points and up to 15 percentage points higher than the minimum required (9 points)
  • Above 15 points and up to 20 percentage points higher than the minimum required (12 points)
  • Above 20 percentage points greater than the minimum required (15 points)
